Found a team-by-team winter meetings outlook by John Paul Moriosi on foxsports.com today.  Here is what he had to say about us:
 
&lt;em&gt;The Phillies have already signed three free agents: Placido Polanco, Juan Castro and Brian Schneider. That suggests the franchise&#039;s treasury and reputation among players are both very healthy. Now, they need to upgrade their bullpen with a setup man who is also capable of closing. (Brandon Lyon is reported to be the No. 1 target.) The Phillies could also use another veteran starter — but no, &lt;strong&gt;Halladay isn&#039;t a realistic option any longer&lt;/strong&gt;&lt;/em&gt;
 
I saw that Andy Martino laid out a scenario where the Phils still might go after Halladay,&lt;strong&gt; if &lt;/strong&gt;his other suitors back away &lt;strong&gt;and &lt;/strong&gt;Montgomery opens up the wallet.  Who knows, maybe the Phils will shock us by zagging and getting Halladay when all signs instead point to them zigging and addressing their bullpen needs, but I doubt it.
 
I don&#039;t know that it&#039;s the best idea either.  I mean, even if both Romero and Lidge are back to 2008 form, we &lt;strong&gt;still&lt;/strong&gt; need to take care of the bullpen.  If they&#039;re not, we&#039;re going to have to put even more into it during the season.  As much as I would love to have Halladay, I really think the money we would spend on him would be better spent on the pen at this point.  Year after year it proves to be an increasingly vital component of any championship team.
 
Also, there is the fact that he will be a free agent after 2010 and I don&#039;t see any way we can keep both him and Lee.
 
Finally, we will have to give up several prospects to get him, prospects we will most likely need to: A) take his spot when he is no longer here in 2011, and/or B) take Lee&#039;s spot when he is no longer here in 2011, and C) to more cheaply fill other spots on the roster/keep infusing younger players into the mix over the next several years.
 
I saw on espn.com, yahoo.com, and si.com that Pedro expressed an interest to pitch for us in 2010:

		<description>I heard today on radio (I&#039;d attribute the source if I remembered who it was) that Roy Halladay wants to pitch for a team that trains in Florida.  That should puch the Angels to the back of the list.

One must remember that Halladay is nothing more than a 1 year guarantee, barring unpredictable circumstances.  As I look at the Phillies situation, I find it harder and harder to accept, or believe that he&#039;s not a very doable fit here.

Publicly, Ruben has been associated with the 140 million payroll budget plan many times.  That&#039;s nice.

In my imagination, or guesstimation, what&#039;s going on behind closed doors might well be another story.  The underlying factor is that there just isn&#039;t a lot of competition for Halladay.  Boston has holes, and almost has to spnd a lot on a long term deal on Bay or Halladay.  And I cannot for the life of me imagine the Jays press release if they trade him within the division.  I mean how do you possibly twist that to sell tickets and business partnerships.  I could see St. Louis entering the picture if theydon&#039;t sign a big bat, although I&#039;ve never heard Halladay quoted as saying he&#039;d go there.  I consider the Cardinlas a sleeper in all this at this point.

It really comes down to last year&#039;s WS teams. But how can you let Halladay go to the Yanks for even a year without at the very least acquring personnel at a premium.  Its clear that as was the case last July, the Phils are avery desirable trade partner for Toronto.  Budgets are not written in blood.  When Pete Rose was a free agent, the Phils had ruled him out at one point, but then they got extra money out of Channel 17 for their rights, and revived a dead deal.

Just as you can&#039;t trade him in the division, how can the Phillies let him go to the Yankees with an explanation of he&#039;s out of our budget.  Long term, maybe.  But they have to have serious talks internally, and with Toronto this coming week in Naptown.  I mean, how the heck can you not? 

Hopefully, this is what&#039;s going on behind closed doors, and we&#039;e just not hearing about it.

This is the risk of Lyon, and the focal point of the strength of the union that is MLBPA.  Every other year has been his pattern for the most part.  So he should be choosing between largely incentive based deals due to that inconsistency.  Instead, severalteams are &quot;interested in him, including the Yankees, which means he should could have leverage toward a longer deal.  I think he&#039;d be a good sign, but an element of show me would be attached to it.  Maybe Polanco throws in a good word for us.</description>
